FORMATION OF PERSONNEL FOR THE EDUCATION AND SECURITY SECTOR: CHALLENGES AND NEEDS OF MARTIAL STATE

Abstract

The article examines the issue of developing human resources for the educational and security sector under martial law as a priority direction of state policy in the fields of education and national security. Emphasis is placed on the need to reconsider the role of education professionals as active participants in the risk management system, capable of ensuring the continuity of the educational process and the safety of all its participants. Purpose – an analysis of the formation of human resources potential for the educational and security sector under martial law, taking into account the needs of the education system. Materials and methods. The study is based on an interdisciplinary approach that combines normative legal analysis, elements of risk management, content analysis of strategic documents in the fields of education and security, as well as comparative analysis of current practices of personnel policy under martial law conditions. Results. It has been established that effective formation of human resources in the conditions of martial law requires the integration of professional, managerial, and psychological competencies capable of ensuring adaptive response to threats. It was found that Ukraine’s regulatory framework is gradually adapting to the realities of wartime through the introduction of new staffing positions (such as security specialists and crisis support psychologists), the revision of risk assessment methodologies, and the implementation of digital certification via national educational platforms. The role of inter-agency coordination in building a resilient personnel policy at the community level is outlined. Prospects. Further research should focus on the development of competence-based models for education personnel capable of operating in emergency conditions, evaluation of the effectiveness of digital certification tools, study of the impact of professional burnout on personnel sustainability, and modeling of staffing reserve scenarios with regard to local security contexts.
