The article examines the impact of the control powers of the President of Ukraine on the effectiveness of public administration of ensuring national security and defense - an issue that is becoming particularly relevant in the context of Ukraine’s repelling a large-scale Russian invasion. The evolution of the legislative consolidation of the control powers of the President of Ukraine is analyzed. The legal foundations of the control powers of the President of Ukraine in the field of national security and defense and the legal forms of their implementation are analyzed. The nature of the influence of the latter on the effectiveness of public administration of ensuring national security and defense is determined. Markers of inefficiency of state management are identified: structural and functional duplication; unnecessary hierarchical superstructure, which generates additional links of verification of control objects; contradictory nature of regulatory legal acts of the head of state regarding the formation and functioning of control subjects subordinate to the President of Ukraine. The management structures of the National Security and Defense Council of Ukraine and the Office of the President of Ukraine as auxiliary bodies through which the control powers of the head of state are implemented are analyzed. The thesis is substantiated about the formation of a network of actually parallel - vertical executive power - public administration, consisting of auxiliary bodies under the President of Ukraine and may act as a factor of institutional imbalance of state power and as negative impact on the effectiveness of public administration in ensuring national security and defense. It is proposed to solve the identified problems by making amendments to the relevant laws of Ukraine in order to eliminate legal gaps that lead to incomplete regulation of the rule-making activity of the head of state as a legal form of exercising his, including control, powers.
