FOREIGN EXPERIENCE IN DEVELOPING A NATIONAL RESILIENCE SYSTEM AND THE POSSIBILITY OF ITS ADAPTATION IN UKRAINE

The formation of a holistic national resilience system requires a deep analysis of global trends and proven global strategies that have demonstrated their viability in crisis situations. The scientific problem includes the need to analyze the specifics of foreign practices and approaches to risk management: from models focused on centralized state control to a system based on the broad involvement of civil society and the private sector. The study of this wide range of experience allows us to identify universal principles of readiness and adaptability that can become the basis for national modernization. The key task in this case is not simply copying foreign institutional structures, but a critical understanding of the mechanisms of their functioning in order to further adapt the most effective tools to the legal, social and security realities of Ukraine. The purpose of the article is to substantiate the possibilities of applying the best foreign practices in building a national resilience system under martial law in Ukraine. An analysis of the strategic principles of building national resilience of foreign countries (Great Britain, Estonia, Israel, Canada, the Netherlands, the USA, Finland, Sweden) and leading international organizations (EU, OTAN) was conducted, which allowed us to identify the key features of their functioning and highlight the most effective tools for adaptation to domestic practice. to the dynamic challenges of the global environment. It is proven that special attention for implementation in Ukraine deserves: the experience of state-civil partnership in the field of ensuring national resilience, the preparation of a mobilization reserve, the formation of a culture of total resilience, where every citizen is a trained participant in the security system, and digital platforms serve as a tool for their immediate coordination, etc.
