Abstract

The presented article provides a comprehensive theoretical and applied analysis of the institution of public procurement, which is conceptually viewed not merely as a basic transactional mechanism for satisfying the material and technical needs of the state, but as a multi-vector strategic tool of public administration capable of shaping the architecture of economic relations and acting as a powerful driver of structural transformations. The study investigates the systemic impact of transparent procurement procedures on the practical achievement of priority global sustainable development goals, including the enhancement of social responsibility and the strengthening of ecological security. A scientific emphasis is placed on the fundamental significance of absolute openness and fair market competition to guarantee maximum rationality and operational efficiency in the use of available budgetary funds, which directly correlates with the level of public trust in key state institutions. The paper thoroughly analyzes the unprecedented transformational role of the latest digital technologies, specifically the practical functioning of the domestic electronic system Prozorro. It substantiates the critical necessity of applying an exclusively integrated approach to the management of the complex sphere of public procurement, alongside the highly active involvement of civil society institutions in conducting independent monitoring, which collectively form a reliable institutional foundation for guaranteeing national economic security.
