CONCEPTUAL APPROACH TO FORMALIZING THE GOALS AND OBJECTIVES OF PUBLIC POLICY FOR THE DEVELOPMENT OF THE ELECTRIC POWER INDUSTRY IN UKRAINE

Abstract

The article, based on the generalization of theoretical provisions, substantiates a conceptual approach to the formalization of priority problems of implementing public policy for the development of the electric power industry of Ukraine, which makes it possible to clarify the priorities of the development of the industry in the context of implementing the strategic goals of the country’s social development, which are distinguished by their comprehensive consideration of the problems of the electric power industry. It is established that recently the contradictions have become more acute, due to insufficient scientific substantiation of key issues of increasing the competitiveness of business entities in the electric power industry. The problems of transforming the organizational structure in the electric power industry have become relevant, in particular, regarding the formation of effective mechanisms for effective management and the formation of an approach to assessing and determining priority problems of the development of the electric power industry, as one of the conditions for sustainable economic development of Ukraine. It is shown that the electric power industry of Ukraine is a basic sector of the national economy, which, at the same time, requires technological and structural changes. Such changes should be accompanied by large-scale investments in energy efficiency, which also requires appropriate adaptation measures from the state administration entities. At the same time, it becomes possible to optimize the structure of generating capacities, reduce the cost of electricity generation. It is substantiated that the public policy for the development of the electricity industry of Ukraine should be aimed at implementing the following tasks: forming a transparent, controlled and effective electricity supply system on a market basis; stimulating a permanent increase in the efficiency of electricity production based on reducing costs and competition among producers; stimulating the activities of generating entities in the market with liquid payments, ensuring their investment attractiveness, attracting capital investments, capital appreciation; increasing the efficiency of electricity production based on market mechanisms and reducing the price of electricity for the end consumer. Regarding the formalization of the main goal of the public policy for the development of the electricity industry of Ukraine, the following requirements are emphasized: increasing the efficiency of economic entities in the industry, ensuring the conditions for its development based on stimulating investment processes, as well as reliable and uninterrupted supply of electricity to consumers. In the process of reform, the structure of the industry should be transformed: the system of public administration is changing, the functions of natural monopolies and potentially competitive structures are being redistributed, structures with specialization of activities are being formed, appropriate conditions for the development of a competitive electricity market are being created, etc.
