STRATEGIC PRIORITIES AND INSTRUMENTS OF STATE REGULATION OF INNOVATIVE ACTIVITIES IN THE AGRICULTURAL SECTOR

Abstract

Examines the theoretical and practical foundations for implementing the strategic priorities of Ukraine’s state agricultural policy amidst European integration transformations and contemporary challenges. It is substantiated that the effective implementation of state priorities relies on a comprehensive application of legal, administrative, and economic instruments, which collectively foster a favorable institutional environment for activating innovation activities. The system of codified and specialized legislation of Ukraine regulating intellectual property rights, encouraging plant breeding, livestock farming, and the protection of plant variety rights is thoroughly analyzed. Administrative and economic instruments—specifically financial and tax mechanisms—are systematized to demonstrate the dynamic transition of the agrarian sector from a linear raw-material export model toward high-tech production with high added value. The strategic priorities for modernizing state agricultural policy are highlighted in accordance with the Strategy for the Development of Agriculture and Rural Areas in Ukraine until 2030. The study details Ukraine’s practical achievements during 2024–2025 in aligning standards with EU requirements, including bilateral screening, digitalization via the State Agrarian Register, the complete transition to electronic phytosanitary certificates, and the implementation of updated trade regulations. Key challenges associated with the “green transition” and adaptation to the European Union’s Common Agricultural Policy (CAP) are identified. To overcome existing structural bottlenecks, the author proposes institutional, economic, and organizational-legal mechanisms, such as regulatory agency reforms, preferential lending programs, grant support for deep processing, and the development of a Legislative Alignment Plan.
