IMPROVING THE EFFICIENCY OF THE PUBLIC ADMINISTRATION SYSTEM BASED ON THE USE OF STATISTICAL METHODS AND DIGITAL TECHNOLOGIES

Abstract

The article is devoted to the substantiation of scientific and practical provisions for increasing the efficiency of the public administration system in Ukraine by integrating statistical methods, digital technologies and principles of data-based management. It is shown that the public administration system of Ukraine functions in conditions of simultaneous action of military, economic, demographic, infrastructure, cybernetic and European integration challenges. Under such conditions, the traditional model of preparing management decisions, which is based on periodic reporting, separate information systems and mainly expert data generalization, does not provide the necessary speed of risk identification. There is a growing need to transition from reactive management, when decisions are made after the manifestation of a problem, to proactive management, in which data, statistical models and digital technologies are used for early detection of deviations, forecasting scenarios and assessing the expected consequences of state intervention. It is substantiated that increasing the efficiency of the public administration system in Ukraine requires a transition from the digitalization of individual procedures to an integrated data-based management model. It is shown that digital technologies create an infrastructure for quick access and exchange of information, while statistical methods ensure its transformation into an evidence-based basis for management decisions. Only the simultaneous application of these two components makes it possible to increase not just the speed of administrative processes, but the quality of public administration. To transition to such an integrated model, an organizational and analytical mechanism for increasing the efficiency of the public administration system in Ukraine based on the integrated use of statistical methods and digital technologies is substantiated. The core of such a mechanism is the interdepartmental analytical center for interaction of the Cabinet of Ministers of Ukraine, the Ministry of Digital Transformation of Ukraine and the State Statistics Service of Ukraine. At the same time, the Cabinet of Ministers should form strategic management requests, goals and response thresholds; the Ministry of Digital Transformation of Ukraine should ensure digital architecture, interoperability, exchange standards and cyber resilience; the State Statistics Service should provide methodology, quality, metadata, statistical verification and professional independence of official indicators. Such functional specialization minimizes role conflict and forms a reproducible cycle of “data-analysis-decision-monitoring-correction”. The article systematizes statistical tools for different stages of public administration implementation. It is proposed to create an interdepartmental catalog of methods with the definition of data requirements, assumptions, quality indicators and interpretation limitations. It is proposed a single catalog of management indicators and metadata, data and management decision passports, a reproducible analytical pipeline, a federated access architecture and multi-level quality control. It is determined that the security effect of implementing the presented mechanism is to strengthen early warning, situational awareness, accountability and continuity of public administration. It is shown that in connection with the formation of new cyber risks due to digitalization, the centralization of analytical functions should be compensated by a federated architecture, access segmentation, redundancy, audit and independent verification of algorithms. It is proven that for economic sustainability, the proposed model creates the prerequisites for more accurate budget and scenario planning, better targeting of support, forecasting of labor market needs, reducing administrative costs, increasing transparency of recovery, and compatibility of Ukrainian statistics with European standards.
