DEVELOPMENT OF PUBLIC ADMINISTRATION UNDER MARTIAL STATE IN UKRAINE: ANALYSIS OF THE COMPLEX OF SECURITY CHALLENGES

Abstract

The object of the study is social relations arising in the field of development of the public administration system in conditions of extreme security challenges, which cause problems of an organizational, technological, resource and socio-psychological nature. The scientific problem that needs to be solved is the justification of opportunities for minimizing the risks of development of public administration mechanisms in conditions of martial law, which persist even in the presence of a clear regulatory and organizational framework. The need to improve coordination mechanisms between levels of management, clarify the competencies of security entities and eliminate duplication of functions is emphasized. The critical role of the development of digital infrastructure is determined, which in conditions of information warfare is a key factor in the speed, accuracy and coherence of management processes. The importance of improving the strategic planning system, which should take into account possible scenarios of threat development, is noted. The integration of coordination, regulatory, digital and strategic decisions forms the basis of a sustainable and adaptive management model in conditions of war. The author’s results provide a justification for the need to implement a multi-level hierarchical model: at the strategic, coordination, operational and local levels, which, unlike the existing ones, provides a clear separation of powers and the sequence of decision-making – from the formation of a state strategy to its implementation in territorial communities. It is proven that synergy between levels of management contributes to increasing the effectiveness of responding to security challenges. The structural and functional organization of the system of public administration bodies in the field of national security is analyzed, and the activities of military administrations, which ensure efficiency, mobilization readiness and practical coordination between military and civilian structures, acquire particular importance in conditions of martial law.
