MODERN TRENDS OF RELATIONSHIPS OF THE LEVEL OF SCIENCE AND RECOGNITION IN THE STATE OF THE WORLD

Abstract

This article describes the basic trends of modern scientific capitalization of scientific research. This problem is particularly relevant for the science of public administration. Many think tanks determine the relation of the state-level recognition in the world through the level of development of science. They argue that the citation and the production of scientific articles directly affect the recognition of the state of the world and the state’s position in the geopolitical space. The modern stage is characterized by changes of the methodology to the science of government, because it develops in the conditions of globalization changes. Many States have proved that the production of scientific articles must demonstrated the high level of development of the state because such articlesmust showresults of scientificresearch, who should be capitalized and offer research proposals that can be capitalized. Investing in science from states and percentage of the cost of the country’s GDP in science isconsidered an important indicator for state. It showed readiness of the stateto take its place in the global world. Statistical data analysis centers of the world showrankings of the states that pay attention to the development of science and capitalization of its achievements. Comparisonof the situation in Ukraine and the leading countries of the world and Europe showed a relatively low level of recognition of Ukrainian science in the world because it uses the results of other countries research and do not develop their own scientific knowledge, and do not design its own models and systems that will be interesting for other countries in the world for their government. Science of Ukraine should get out of the “gray zone” and the “invisible zone” and overcome the “knowledge imbalance”.
