WORLD EXPERIENCE OF PUBLIC ADMINISTRATION IN CIVIL DEFENSE

Abstract

Guaranteeing civil safety, public safety, protection of critically important objects of state administration is a purposeful activity of state and public institutions, as well as citizens to identify, prevent security threats and counter them as a mandatory and indispensable condition for protecting the interests of the subject state On the basis of the conducted researches, the article defines the structure and main directions of activity regarding the security system, which should be considered as a set of state authorities of Ukraine and subjects of management at the local level, organizations and citizens, as well as specially created management bodies, forces and means that carry out purposeful activities, take a direct part in the implementation of the goals and tasks of guaranteeing security in the field of civil protection. Making and implementing decisions are the most complex processes of managerial activity, in which competence, high operational training, knowledge and skills in the use of technology, the ability to set a goal and achieve it, and take responsibility are required from the manager, members of the staff and members of other management bodies. The peculiarity of decisions in emergency situations is made in various operational situations, including a crisis, and in an extremely limited time. It is important that the decision should be made in a timely manner, be as reasonable as possible and ensure the most complete and effective use of available opportunities. The main initial components of the decision-making process are defined: collection and preparation of initial data, construction of a model of the development of an emergency situation, formulation (acceptance) of decisions by the manager, specification and detailing of the decision in the plan of operation, bringing this decision to the executors, as well as organization, operational management and control of its implementation. It was noted that centralized management allows to coordinate the activities of executors in the civil defense system in a short time and in the best way, to effectively use equipment and limited resources, to quickly transfer efforts from one direction to another, to control any issue.
