DEVELOPMENT OF THE STATE SECTOR OF THE ECONOMY: PROBLEMS, PERSPECTIVE, OPPORTUNITIES

Abstract

In this article, a comprehensive analysis of the concept of the public sector of the economy is carried out, its key components are singled out and the strategic necessity of its participation in ensuring the competitiveness of the national economy is substantiated. Against the background of the identified trends in the development of the public sector in the main sectors of the economy of Ukraine, the authors of the article emphasize the key problems and challenges facing it. It is important to note that the arguments and evidence presented in the article contribute to a deeper understanding of the state of the public sector and its impact on the economic development of Ukraine. State economy models in various foreign countries were analyzed, their characteristics were identified, and Ukraine's place among these models was determined. The authors of the study carry out a comparative analysis and highlight certain aspects that may be useful for the further development of Ukraine's economic strategy. The main problems of the development of the current state of the state sector of the economy are highlighted and the key measures aimed at its modernization are outlined. The importance of concerted actions and implementation of effective reforms to increase the role of the public sector in the economy of Ukraine is emphasized. Objective. The main goal of the study is to systematically generalize and identify the dimensions and volumes of the modern state sector of the economy of Ukraine. The authors set themselves the task of determining the key characteristics and dynamics of the development of the public sector, as well as determining the place of the Ukrainian economic system in the context of global economic models. Methodology. In the proposed article, special attention is paid to the analysis of world economic models and the determination of the place of the Ukrainian economic system in the context of global importance. Scientific novelty. The authors performed a comparative analysis and highlighted certain aspects that may be useful for the further development of Ukraine's economic strategy. Conclusions. Effective implementation of public administration is impossible without a reform aimed at fighting corruption. This step will facilitate the use of state assets as a strategic tool of state policy aimed at supporting economic growth and attracting investment. The development of partnership relations in the state sector of the economy is key to creating a synergy of competitive advantages of state sector enterprises and other participants in the economic system. All the shortcomings that have been identified in the modern public sector management system can and should be corrected. The state should act not only as an owner, but also as a strategic participant in the economic process, which actively contributes to the development of the market economy and replenishment of the state budget. Reducing bureaucratic barriers, increasing transparency and effective anti-corruption measures should be the basis for a successful reform aimed at improving the functioning of the public sector.
