PROBLEM ISSUES OF POPULATION’S EVACUATION TO SAFE PLACES UNDER MARTIAL LAW CONDITIONS. UKRAINIAN CASE

Abstract

The purpose of research is to identify problematic practical issues of population’s evacuation to safe places under martial law and to determine ways to solve them. To achieve the goal, it is proposed to apply a comprehensive approach that makes it possible to increase the effectiveness of evacuation bodies in organizing the population’s relocation, in particular, persons with reduced mobility from the areas of hostilities to safe places under martial law. Methodology. During research the authors applied methods of system analysis, synthesis, systematization, statistical analysis, comparison and generalization in order to identify the scope of tasks related to population’s evacuation from the areas of hostilities to safe places. The use of structural-logical and system- functional analysis methods ensured definition of evacuation measures’ essence. The method of scenario forecasting ensured identification of problematic evacuation issues and rational sequence of actions of the management body during organization and implementation of evacuation measures, in particular, organization of interaction between groups entrusted with implementation of the specified tasks. The program-target method was used to justify promising directions for solving problematic issues related to evacuation of persons with reduced mobility to safe places. Scientific novelty consists in determining the optimal way of evacuating people with reduced mobility on the basis of practical measures for persons with disabilities’ relocation, which were carried out under conditions of Kherson city shelling by the armed forces of the aggressor country. The practical significance of the article lies in the possible use of proposals by the executive authorities during the implementation of evacuation measures, in particular, regarding the transfer of low-mobility population groups from the areas of hostilities to safe places. Conclusions. On the basis of practical experience, problematic issues regarding evacuation of persons with reduced mobility from the area of hostilities to safe places have been identified and practical measures for their optimal solution have been proposed.
