EUROPEAN EXPERIENCE OF FORMING AN EFFECTIVE MODEL OF PUBLIC ADMINISTRATION AND ITS ADAPTATION IN UKRAINE

Abstract

The article deals with the European experience of forming an effective model of public administration. The author emphasises the need to study the foundations of transformation processes in the public administration system, as well as to develop, on the basis of comparative analysis, practical recommendations and scientific proposals for scientific support of the efficiency of public administration bodies in the context of decentralisation of power in Ukraine. The European experience of forming an effective model of public administration is considered as a benchmark for developing a set of measures to reform the public administration system in Ukraine. Attention is drawn to the basic characteristics and features inherent in European countries. It is established that the foreign experience of forming the basic principles of public administration indicates that modern public administration reforms are aimed at optimising public administration, at creating such conditions for the functioning of public authorities which are capable of implementing a model of effective rational management. Effective governance is an approach to management activities which ensures participation in governance, the rule of law, economical use of resources, social and economic efficiency, effectiveness and responsibility. It is proved that the implementation of the experience of individual European countries in organising democratic governance should be carried out with due regard for national peculiarities of the state and Ukraine’s gradual accession to the single European legal space in the context of the priority direction of the state policy – integration into the EU. The article identifies certain peculiarities of provision of management services in such countries as the UK, France, Germany and Italy. The analysis allows the author to conclude that when implementing the European experience, it is necessary to take into account the peculiarities of the Ukrainian mentality and legal culture, as well as current global risks and challenges.
