TRANSFORMATION OF FORENSIC MEDICAL EXAMINATION: IMPLEMENTATION OF NEW STANDARDS AND INCREASING THE EFFICIENCY OF THE JUDICIARY

Abstract

This article is devoted to the topic of transformation of forensic medical examination in Ukraine with the aim of introducing new standards and improving the efficiency of justice. The author examines the key aspects of the reform, focusing on the importance of standardization of examination processes and its impact on the fairness and objectivity of court decisions. It is indicated how the new standards can improve the quality of expert opinions and facilitate interaction with the justice system. The practical aspects of the implementation of the reform and possible prospects for the development of forensic medical examination in Ukraine are highlighted. The author also considers the impact of the transformation of forensic medical examination on the efficiency of justice and trust in the judicial system. The key aspects of innovation, including the use of the latest technologies and the international experience of implementing modern standards, were studied. It is emphasized that legislators and researchers who are interested in improving the quality and objectivity of court decisions through the reform of forensic medical expertise are an important source for experts in the forensic field. It is determined how the new standards can improve the quality of expert opinions and facilitate interaction with the justice system. The practical aspects of the implementation of the reform and possible prospects for the development of forensic medical examination in Ukraine are considered in detail. The influence of the transformation of forensic medical examination on the efficiency of justice and trust in the judicial system is considered. The article examines the key aspects of innovation, in particular the use of the latest technologies and international experience in the implementation of modern standards. It is also important to emphasize that forensic experts, legislators and researchers are key participants in the reform process, who have an interest in improving the quality and objectivity of court decisions through the improvement of the forensic examination system. Specific measures aimed at the standardization of forensic medical examination, such as the development of unambiguous protocols and examination criteria, have been studied. The author highlights how these standards can help avoid subjectivity and differences in approaches that often arise in the examination process. It is emphasized that the introduction of new technologies, such as modern methods of medical data processing or the use of advanced imaging tools, can significantly improve the accuracy and objectivity of expert opinions. Innovations were studied not only in technical terms, but also in the interaction of experts with other subjects of justice. The author discusses the possibilities of involving experts at various stages of the judicial process, and also considers the importance of their effective communication with judicial authorities and parties to the case. The article also emphasizes the importance of education and training of experts, as the development of new standards requires a high level of competence and professional training. Possible prospects for the development of forensic medical examination in Ukraine have been clarified, in particular in the context of its interaction with international standards and technological innovations. An in-depth analysis and action plan for the transformation of forensic medical examination in Ukraine is offered, based on standardization, innovation and cooperation of all stakeholders in this important segment of justice.
