THE CONCEPT OF THE METHODOLOGY OF STUDYING THE ORGANIZATION OF MASS EVENTS: FEATURES AND METHODS OF CONDUCTING

Abstract. The scientific article established that the issue of studying mass events in Ukraine today is imperfect. In the vast majority of cases, the organization of studying the conduct of mass events was reduced to comparing those mass events that took place with the previous period and the development of formal recommendations regarding the activities of law enforcement agencies in the field of crime prevention during their implementation In general, the legislation in Ukraine provides that citizens have the opportunity to gather peacefully, express different points of view, criticize the government and force it to make appropriate decisions. At the same time, the legislation governing mass events in Ukraine is imperfect, the adoption of the Law of Ukraine "On Mass Events in Ukraine" was proposed twice, but the projects were rejected. To date, no relevant criteria have been developed for evaluating mass events, issuing permits for their holding, the very process of holding mass events, the use of various means of mass agitation, protection of public order and public safety during mass events, the completion of mass events and the adoption of relevant documents, etc. others It should be noted that Ukraine has also not developed a methodology for studying such a social phenomenon as mass events. The forms and methods of holding mass events in Western countries are also not analyzed. It is well-founded that the vast majority of mass events in Ukraine were carried out with the permission of local authorities and local self-government bodies, but there are no centralized instructions and other regulatory documents. Methodologies for the study of mass events and the analysis of issues that are decisive in their implementation have not been developed Such issues include the study of the organizers of mass events, obtaining permits for their holding, the impact of mass events on the state of public order and public safety, and even the issue of the development of peaceful mass events into mass riots It was concluded that today it is necessary to develop appropriate methodological recommendations for scientists regarding the study and analysis of mass events. On the basis of study and analysis, it is proposed to adopt separate regulatory documents. First of all, it is necessary to adopt the relevant Law of Ukraine on holding mass events. The Constitution of Ukraine fixes general requirements for the organization and holding of mass events, which confirm the right of citizens to freely hold them, but the interpretation of these general requirements is provided for in detailed recommendations developed on the basis of scientific analysis.
