Abstract

Management was analyzed as a conscious, purposeful, regulating influence of the subject of management on the object, it was determined that social management has a special object of influence – social processes, behavior and activities of people. The main feature of state administration is determined by the fact that it is carried out by the state in the person of its bodies and officials, which does not exclude the delegation of certain powers to other subjects. Modern views of foreign and domestic scientists are in line with this understanding, although some authors try to detail some aspects of this phenomenon. The need to ensure the safety of citizens and reduce losses from natural disasters and man-made disasters is emphasized, which requires a theoretical rethinking of the content of the activities of state institutions aimed at reducing the risk of emergency situations. The implementation of the state policy in the field of prevention and response to emergency situations, which under current conditions is usually associated with the functioning of the unified state system of civil protection (hereinafter referred to as the Civil Protection System), proved the presence of not only certain achievements, but also a number of problems. For example, the problem of reducing the risk of an emergency situation, which should unite various state institutions involved in its solution, is either not taken into account at all or is considered secondary in the activities of the vast majority of them. This makes it necessary to find ways to develop the organizational and legal foundations of state administration to reduce the risk of an emergency situation, which, first of all, determines the need to clarify the essence of such foundations.
