STRATEGY AND METHODS OF ENSURING PERSONNEL SECURITY IN THE FIELD OF PUBLIC GOVERNANCE

This article considers the essence of economic and personnel security of public administration. It is emphasized that ensuring personnel security is one of the most important tasks of economic security of public administration, which aims to identify risks and potential threats that negatively affect the corporate security of public administration related primarily to public administration staff and the system. labor relations in general. The main directions of the system and strategy of personnel security of the public administration institution are formulated. Methods of ensuring personnel security at the micro level are proposed, taking into account modern features.
The purpose of the work. The purpose of the article is to carry out a thorough analysis of personnel security in public administration institutions and a comprehensive justification of strategies and methods of ensuring personnel security in public administration.
Methodology. The proposed article analyzes the strategy and methods of ensuring personnel security in public administration institutions. It is emphasized that the development of the personnel security strategy of the institution is a decisive factor in the formation of the personnel security system, which is a set of priority goals and management decisions aimed at protecting the institution from any threats related to the personnel direction of its activities. It was found that this strategy, as part of the corporate strategy of economic security, includes a number of activities of the institution in cooperation with public service personnel, as a result of which the risk of human security threats will be minimized. It is proved that the most common methods of personnel security are procedural and interactive methods. It is stated that the described methods can give both a positive effect on ensuring personnel security, and to some extent prevent the possibility of dissemination of confidential information of public administration in the field of third parties.
Scientific novelty. It is proved that the implementation and improvement of the strategy of public service personnel management helps to increase the level of personnel security of the public administration institution. It is stated that the satisfaction of the basic non-financial needs of the employee determines the level of satisfaction with employers and work in general.
Conclusions. It is emphasized that the security status of a public administration institution is largely determined by the action of internal threats that are directly related to its staff. To a greater extent, the activities of public administration staff affect the economic security of the public sector. However, the state of the security system of public administration depends on its staffing in all its areas, which means that personnel security is dominant over other elements of the security system of public administration, as the action or inaction of staff depends on the safety of other elements (information, economic, intellectual and other) corporate security. It is proved that personnel security of a public administration institution can be defined as an independent subsystem of corporate security. It is emphasized that ensuring the security of the institution in general and its various types in particular includes human resources, which provides protection of the interests of the organization of public administration fro risks and threats, the source of which is public sector personnel. The definition of personnel as an object of personnel security is also due to the fact that it is a key resource for the development of the institution, which must be protected from threats and external encroachments.
