THE ISRAELI EXPERIENCE OF FORMING THE PERSONNEL POTENTIAL OF THE ARMED FORCES

The purpose of the work is a systematic analysis of Israel’s experience in the formation of the personnel potential of the armed forces with the aim of implementing this experience into the national model of formation of the personnel potential of the Armed Forces. Methodology. The methods of systematization, classification, systematic and comparative analysis were used during the research. The scientific novelty consists in substantiating the Israeli experience of forming the personnel potential of the armed forces in the national model of personnel policy. Conclusions. The conducted analysis gives reason to note that the personnel of the armed forces of Israel are formed taking into account the national mentality and the modern stages of the formation of the army’s combat capability. First, there are youth organizations in Israel that provide initial military training for Israeli youth. Secondly, the army in Israel is formed according to the mandatory principle, that is, there is a draft. Thirdly, conscripts go through a thorough selection, which includes: an interview where the conscript provides information about himself and his loved ones; testing for reading, writing and speaking in Hebrew; psychotechnical tests that affect the integral assessment of the conscript’s future career; tests to check the level of physical training of the recruit, the state of his psyche and intellectual potential and many other checks. Fourth, special attention is paid to the combat formation of units, and for this purpose, courses lasting up to five months are held. Sixth, there is a complex system of training personnel of the armed forces. The main stage of training is carried out in a unit under the command of, as a rule, a corporal serving on the draft. The training material and technical base of the Israel Defense Forces has a large number of various simulators for the training of tankers, gunners, pilots, infantrymen, which make it possible to prepare a serviceman for the use of real military equipment for initial and combat purposes. Seventh, the career growth of the personnel of the armed forces depends on the quality of fighting ability, which the serviceman showed during the service, as well as mastering command skills. Eighth, in order to develop the personnel of the Israeli armed forces, there is an effective system of motivation, which includes social benefits, receiving a monthly allowance, financial assistance for renting an apartment and paying for utilities, gift certificates for holidays; monthly food vouchers; assistance in completing secondary education and preparing for matriculation exams; overnight stay in the first days after demobilization and housing consultation; assistance in job search; one-time loan for various purposes: renting and buying housing, medical treatment, education, starting a business, etc., etc. Ninth, the basic principle of the Israel Defense Forces is the principle of automated and logistical support of the army’s activities. Tenth, the problem of preserving the physical and mental health and working capacity of persons participating in military conflicts is very urgent for Israel.
