THE STUDY OF FUNCTIONING OF THE TOOLKIT OF THE EUROPEAN INTEGRATION MECHANISM OF PUBLIC ADMINISTRATION OF THE TERRITORIES DEVELOPMENT

Abstract

The history of the development of interstate governance in the EU demonstrates a constant innovative political process of formation, functioning and improvement of the toolkit of the European integration mechanism of public management of territories development. Understanding its essence and the ability to use modern toolkit for the territories development at the local and regional levels is an urgent direction for the renewal of regional policy, ensuring the effective participation of communities and regions of Ukraine in the European integration processes, projects and programs of the EU, the implementation of the EU acquis by Ukraine as a candidate for EU membership, including in the sphere of achieving economic, social and territorial cohesion. Therefore, the purpose of the article is to study the functioning of the toolkit of the European integration mechanism of public management of territories development in the context of European integration processes of updating the regional development management system on the basis of the implementation of EU procedures and best practices in the field of interstate management of territorial development and cooperation, the introduction of good governance and multilateral management. Methodology. In the proposed study, an analysis of the semantic network of textual data of the source base of normative and legal documents, which form the toolkit of the European integration mechanism of public management of territories development was carried out. The transdisciplinary approach is aimed at illustrating the connection between the political processes of European integration and the resulting practical results, the relevance of scientific research and practice in the field of modernization national policy and conducting thematic applied scientific research. The synergistic approach is proposed for the understanding of European integration as a holistic political phenomenon and process at the interstate, national, regional and local levels. The method of harmonization and synchronization as a procedure and algorithm of purposeful convergence, coordination of regulatory documents, standards, instruments, political actions in the field of regional development and territorial cooperation of Ukraine and the EU. The scientific novelty consists in revealing the functioning of the toolkit of the European integration mechanism of public management of territories development, which ensures the achievement of economic, social and territorial cohesion of the EU in the context of the European integration of Ukraine. Conclusions. The article examines the essence of the toolkit of the European integration mechanism of public management of the development of territories, proves the need for the process of synchronization and harmonization of the policy of achieving economic, social and territorial cohesion of the EU and renewing the regional development of Ukraine in the conditions of European integration, proposes measures for strategic planning of the development of territories and European integration at the local and regional levels through creation of a territorial model of multilateral management and cooperation for the purpose of participation in EU projects and programs.
