INTER-SECTORAL PARTNERSHIP BODIES OF MANAGEMENT AND DECENTRALIZATION OF THE AUTHORITIES IN UKRAINE

The article deals with the theoretical and legal principles of the inter-sectoral partnership of the authorities, citizens and their associations, the business sector and the mass media in the current conditions of reforming the system of public administration in Ukraine. It has been proved that as a process, the partnership involves a series of joint actions, a joint search for solutions to existing problems or new opportunities and their implementation. There is no secondary partnership. Important is the process of establishing a partnership, developing relations and dialogue, and the joint activities resulting from this process. Partnership can be both a goal of activity and a mechanism for achieving goals. This is especially evident when the task is to establish an understanding, to approach the parties, to create conditions for change. Setting up a partnership requires community, mutual interest, contribution to everyone in a joint business. The partnership involves the desire to combine efforts and resources, energy, knowledge, experience of different groups, each of which brings something in its partnership, valuable and unique. These are some networks, but not just coordinated actions by different parties, it is primarily a shared responsibility. As a rule, they talk about partnership as the way of interaction that takes into account the equality of parties most - both in terms of participation in the process and in terms of benefits that the parties receive. An inter-sectoral partnership is primarily a mechanism for creating new opportunities and understanding, destroying stereotypes, changing attitudes, avoiding stressing relationships of dependence and subordination, developing joint activities and joining together for better change. An inter-sectoral partnership is democracy in action. It is noted that people, organizations do not exist in isolation and often get in touch and interact with others. But the level of this interaction can vary significantly. Even what the parties call partnership is often not it. Partnership as well as any joint activity has certain risks and depends on a number of factors. The nature of the interaction is influenced by the general context and specific conditions, norms and procedures of interaction. Much depends on the willingness and willingness of the parties to cooperate. Independence of the parties in the partnership is fundamental. The choice of a partnership can only be made by an independent person or organization.
