STATE REGULATION OF INSURANCE ACTIVITY IN UKRAINE: PURPOSE, SOCIAL COMPONENT

The development of Ukraine’s economic potential has significant importance in the process of implementing long-term national policy in the new economic environment, which is characterized by a large number of risks: natural and technological risks, risks of political instability, economic and financial risks, production and other risks. Minimizing the negative impact of risks is a key task of insurance as one of the most effective methods of risk management in modern society. Insurance helps to solve many socio-economic issues, so the development of the insurance industry is a priority direction in the strategy of Ukraine’s economic development. But the effective functioning of the insurance market depends on the strategy and tactics of managing economic and social processes that are in the mechanism of state regulation of the insurance market. The state plays a key role in the insurance market’s development by forming and ensuring the legal basis for the activities of participants in insurance relations, as well as coordinates the activities of participants in the insurance system. Therefore, it is especially important to identify the purpose of state regulation of the insurance market, as it has an influence on the effective development of the insurance business. In the article the author made a terminological analysis of modern scientific views on the interpretation of the concept of state regulation of insurance, characterized its theoretical and methodological principles. The purpose of regulation in the definitions of state regulation of insurance provided by other authors was outlined. Also, it was proved that the common disadvantage of the analysed approaches to the essence of state regulation of insurance activity is that all authors consider this concept only from the point of one type of state regulation, which is called economic. According to the study’s results, the author proposed his own definition of «state regulation of insurance», which takes into account both economic and social purpose of regulating the insurance market by the state.
