Abstract

This article examines the capacity of Ukraine’s state institutions to implement policies for the reconstruction of devastated territories amid full-scale war and postwar recovery. It identifies a complex, multilevel institutional system, which should be understood as an organized set of interconnected state authorities, local self-government bodies, specialized state agencies, and national and international // organizations, which, within their defined areas of competence, ensure the development, coordination, implementation, and oversight of measures aimed at rebuilding Ukrainian territories affected by armed aggression. It has been demonstrated that the systemic nature of institutions in the implementation of reconstruction policy is determined by a common goal, the regulatory clarity of their powers, the coordination of their functions, and the constant interaction among their components. The study analyzes the institutional, legal, organizational, and managerial mechanisms that determine the effectiveness of state policy in the field of reconstruction of residential, social, transportation, and critical infrastructure. The paper justifies the need to strengthen the state’s institutional capacity through the digitization of procedures, transparent mechanisms for resource allocation, the development of human resources, and the implementation of good governance principles.
