MAIN CHALLENGES IN THE IMPLEMENTATION OF UKRAINE’S MIGRATION POLICY IN THE COUNTRIES OF THE MIDDLE EAST

The article examines the current features of the implementation of Ukraine’s migration policy in relation to the countries of the Middle East in the context of globalization, increasing international mobility, and the transformation of global migration flows. The main areas of migration cooperation between Ukraine and the countries of the region are analyzed, particularly in the fields of labor migration, educational mobility, and forced migration. The study also identifies the role of Middle Eastern countries within Ukraine’s system of external migration relations. Special attention is paid to the analysis of legal, organizational, and institutional challenges affecting the implementation of state migration policy. It is established that contemporary migration processes are characterized by an insufficient level of legal regulation in certain areas of international cooperation, limited mechanisms for protecting the rights and legitimate interests of Ukrainian citizens abroad, as well as the existence of risks associated with irregular migration, human trafficking, and violations of the labor rights of Ukrainian migrants. The article examines the impact of current geopolitical challenges, particularly the consequences of the full-scale armed aggression against Ukraine, on the formation of new migration trends and the transformation of national migration policy priorities. The necessity of improving mechanisms of interstate cooperation with Middle Eastern countries in the fields of migration management, employment, consular protection of citizens, and migration information exchange is substantiated. Based on the findings of the study, перспективive directions for the development of Ukraine’s migration policy are identified, including the improvement of the legislative framework, expansion of bilateral legal cooperation with the states of the region, strengthening the institutional capacity of public authorities responsible for migration governance, and implementation of modern mechanisms for protecting the rights of Ukrainian citizens abroad. It is concluded that enhancing the effectiveness of Ukraine’s migration policy in the Middle East is an important prerequisite for safeguarding national interests, strengthening international cooperation, and establishing a balanced system of migration management.
