SWOT-ANALYSIS OF THE IMPLEMENTATION OF 2D CODING OF MEDICINES IN UKRAINE

The issue of ensuring the quality of medicines and combating their falsification remains strategically important for Ukraine’s healthcare system, especially under martial law. The implementation of 2D coding is viewed as an effective tool for controlling the circulation of medicines, as well as a significant step towards harmonizing Ukraine’s pharmaceutical regulation with EU legislation. To ensure effective implementation of this system, a comprehensive SWOT analysis is required to identify the strengths, weaknesses, opportunities, and threats associated with the introduction of 2D coding of medicines in Ukraine.The aim of the study is to conduct a SWOT analysis of the implementation process of 2D coding of medicines in Ukraine and to develop practical recommendations regarding strategic directions for adapting this technology to the current conditions of the national pharmaceutical market.Materials and methods. The study employed a set of general scientific and specific methods that enabled a systematic analysis of the process of implementing 2D coding of medicines in Ukraine. The main analytical tool used was the SWOT analysis.Results. The study examined technological, regulatory, organizational, and economic aspects of the functioning of the medicine verification system. Among the identified strengths are the harmonization of national legislation with the requirements of Directive 2011/62/EU, improved transparency in the supply chain, and the ability for consumers to instantly verify medicines.Weaknesses include the absence of a fully functioning verification organization, high adaptation costs for market participants, and insufficient training of personnel. External opportunities include the digital transformation of the sector, further integration with the eHealth system, and international support. Threats comprise risks of technical failures, cybersecurity threats, and economic instability during martial law. Based on the findings, practical recommendations were developed to support the adaptation of the Ukrainian system to European standards, particularly in the areas of regulatory reform, digital infrastructure enhancement, and information security.Conclusions. The implementation of 2D coding of medicines in Ukraine is a strategic step towards strengthening pharmaceutical safety, advancing digital transformation, and aligning with EU requirements. The realization of the proposed measures will enhance the effectiveness of state control, reduce the risk of falsified medicines, strengthen public trust in the healthcare system, and promote the integration of Ukraine’s pharmaceutical market into the European space.
