STATE REGULATION OF INVESTMENT PROCESSES IN THE SOCIAL HOUSING BUILDING IN EU COUNTRIES: EXPERIENCE FOR UKRAINE

Housing is a complex product. It combines social and economic interests, so national policies must respond to multidimensional challenges that interact differently in each specific context. At the same time, changes are being made in the housing sector in response to the economic dynamics at the local, national and more and more at international levels. This requires the steady achievement of long-term goals and, at the same time, constant adjustment of current actions to take measures in response to changes in social, economic aspects. This requires multi-sectoral collaboration between different levels of government, stakeholders and areas of specialization. It is important to have a much higher level of political responsibility at national and local levels, strategic integration of the efforts of the state authorities. This will help to improve the supply of decent and affordable housing to all categories of citizens. To solve this problem, it is necessary to improve the economy in the country as a whole. Here it is possible to talk about the growth of taxation of certain industries, the growth of the domestic gross product, the weakening of inflationary processes in the country, etc. A prerequisite for such changes, first of all, is a stable political situation within the country, a clear social-oriented program of economic transformation. However, the development and improvement of investment programs aimed at supporting vulnerable categories must be carried out continuously. An important task of public administration, at the present stage, is to reform the housing system, in particular, those components relating to the approval and implementation of housing programs. Important in the process of reforming this area is the creation of standards and evaluation criteria for implementing best practices. Therefore, the implementation of the experience of developed European countries in Ukraine will help to improve the mechanisms of implementation of public financial programs, which will help to securely provide citizens with affordable and social housing, support investment projects at the state level (subsidies through compensation of rent payments, modernization of outdated housing stock, etc.).
