CONCEPTUALIZATION OF THE CATEGORY «NATIONAL SUSTAINABILITY» IN PUBLIC ADMINISTRATION

Abstract

The article is devoted to a comprehensive study of the category of «national resilience» in public administration. The purpose of the article is to conceptualize the category of “national resilience” in public administration by differentiating approaches and formulating author’s definitions. Scientific novelty. The scientific approaches to the definition of «resilience» are characterized and the lack of consensus on its understanding is revealed. The key characteristics that form the conceptual core of national resilience and distinguish it from other types are determined. It is noted that, taking into account the systemic approach, national resilience is not simply the ability to return to the previous state, but an integral functional property of the system that ensures adaptation, transformation and continuity of development in conditions of danger. It is revealed that national resilience is a fundamental component of national security, especially in conditions of modern security challenges. Resilience characterizes the ability of the state not only to resist threats, but also to develop, as well as to maintain its functionality in conditions of constant challenges and threats. The concept of national resilience is studied in the international context and it is found that it integrates the concepts of well-being and sustainability with risk management mechanisms. It is established that approaches to defining national resilience vary depending on the priorities of the country or organization, but they are all united by a common idea: the ability of the system to function and quickly recover after a shock. Conclusions. The approaches to national resilience are highlighted, which are enshrined in regulatory and legal acts and the emphasis is on its mandatory integration into the overall architecture of national security. It is shown that national resilience can be considered from the angle of an integrated, comprehensive characteristic of the state and society. It consists in the ability of a nation (state and society) to effectively resist hybrid threats (including military, social, economic, etc.), to support the vital activity of key systems against military, economic, social and other threats, to maintain the viability of basic systems (governance, infrastructure, defense, economy) and to quickly recover from their impact, while maintaining territorial integrity, sovereignty and democratic values. The author’s interpretation of the understanding of national resilience is proposed, presented in two key dimensions, distinguishing by scope and functional focus: a broad understanding that covers systemic and strategic aspects (at the state level); a narrow understanding that focuses on social partnership and operational (local) dimensions.
