Abstract

One of the priority areas of public administration is housing, which satisfies one of the most important human needs – providing normal living conditions for citizens to increase the level of social protection of the population of Ukraine. In the process of transition to market relations, there has been a reduction in housing construction and the aging of the existing housing stock. That was the result of the destruction of the existing system of state planning in the field of housing construction and the further disposition of the state from the process of creating an effective market mechanism for providing housing for the population as a whole. Housing policy reform is the major challenge not only for individual member states of the European Union but also for the European Union as a whole. An important factor in determining the level of development of the country’s society and economy remains the provision of housing to the population. Today, Ukraine is in an extremely difficult situation (war in the East, low rates of economic development, rising social conflicts and tensions). So due to these factors, housing reform is becoming more complex. The current situation in the real estate market indicates the need to find different ways of forming sources of housing financing, in addition to budgetary resources. One of the main factors interrupting the construction of residential buildings is the lack of longterm investment. Therefore, one of the important steps in the development and successful operation of construction investment activity is the optimization of financing sources. In terms of methodology, this question remains quite complex, since this concept is treated differently. Most foreign-type science schools do not separate the concept of methodology and research methods. In the national scientific tradition, the methodology is considered as the study of methods of cognition, or the system of scientific principles, on which ground the research is based and the choice of the set of cognitive means, methods and techniques are made. Most often, the methodology is understood as a set of research methods used in one science.
