INFLUENCE OF PUBLIC GOVERNMENT BODIES ON THE DEVELOPMENT OF THE REGIONAL COMPETITIVE ADVANTAGES OF THE REGION

Abstract

It is determined that the development of competitive advantages of the region is a constant search for new opportunities, it is necessary that this process be managed, including the study of future needs of all stakeholders, project development and implementation. Public authorities, the population directly or through participation in public initiatives (non-profit organizations), business structures operating in the region or whose sphere of activity is related to this region participate in the development of competitive advantages of regions; educational and scientific organizations. Public administration bodies can be both initiators of this process and organizers. Of great importance is their readiness to design the development of competitive advantages of the regions and the implementation of these projects. At the same time, other entities can be initiators and organizers, but in this case it would be appropriate to support the regional administration (administrative, financial, legal, etc.). It is noted that the source of competitive advantages of the region is the development of such specific areas of activity as interaction and exchange of knowledge between public authorities, local governments, research and educational institutions, NGOs; training of managers and specialists of state regional administration and local selfgovernment bodies, regional subdivisions of government bodies; public-private partnership, introduction of state indicative planning and others. In turn, this contributes to the development of priority areas of social activity, such as improving the quality of life, increasing life expectancy, developing the regional economy, creating a favorable demographic environment and more. It is noted that the possibilities of management (decision-making) based on real-time information in regional systems are available not only to operators but also to all users. The problem is solved by building an integrated system: production infrastructure, the latest information technology. The introduction of intelligent regional systems is strategic in nature, determines the overall competitiveness of the country in the world market. The purpose of the research. The aim is to study and determine the impact of public administration on the development of competitive advantages in the region. Methodology. In the study of general theoretical problems of public administration at the regional level used research methods such as analysis, synthesis, scientific abstraction. The study uses methods used in the development of competitive advantages of the region and identified in the works of Trukhan O.L., Vasyltseva T.G., Stolbova V.F., Podolchak N. Yu., Ivashchenko O.V., Olshanska O.V.., Koknaeva M.O., Moiseenko I.P., Polevik G.M., Kovalenko M.A., Pasternak-Taranushenko G.A., Martyniuk V.P. Scientific novelty. The concept of «competitiveness of the regions» has been clarified, which implies a flexible, dynamic response of the components of the region to changes in the environment and the ability to create a new environment; identification of emerging social, economic, technological, cultural trends, timely response and at the same time the creation of new trends. Scientifically substantiated directions of development of the region depending on its specifics are developed, namely: organization of innovative productions with a deep degree of processing of resources; creation of structures that unite cluster members, representing their interests and carry out scientific, technological and marketing research; use of innovative technologies in infrastructure improvement. Conclusions. The presented directions of influence of public administration bodies on the development of competitive advantages of the region are one of the decisions made with the help of information support of analytical activities, organization of communications between existing industries, research and educational institutions in the region.
